About the Role:
The Test Engineer plays a vital role in ensuring that digital systems and applications for the Pennsylvania Department of State meet the highest accessibility standards. This position supports continuous improvement in accessibility compliance, usability, and user experience for citizens interacting with state systems.

Your Impact:
As a Test Engineer, you will:
  • Lead accessibility testing and validation of digital systems in alignment with WCAG, ADA, and Section 508 standards.
  • Develop and execute automated and manual test cases focused on accessibility compliance.
  • Collaborate with developers, designers, and stakeholders to identify, document, and resolve accessibility issues.
  • Provide expert guidance on accessibility best practices across web, mobile, and document interfaces.
  • Generate accessibility testing reports, track remediation progress, and ensure alignment with state and federal compliance requirements.
  • Support ongoing project documentation, test maintenance, and process improvements for accessibility assurance.
  • Contribute to a positive, solutions-oriented team environment focused on high-quality outcomes.

Minimum Qualifications:
  • Bachelor’s or Master’s degree in Test Engineering, Computer Science, Information Systems, or a related field.
  • Certified by the internation Association of Accessibility Professionals (IAAP) in all of the following:
    • Certified Professional in Accessibility Core Competencies (CPACC)
    • Web Accessibility Specialist (WAS)
    • Certified Professional in Web Accessibility (CPWA)
    • Accessible Document Specialist (ADS)
  • Proven experience in software or web test engineering focused on accessibility compliance.
  • Proficiency with accessibility testing tools (such as AXE, JAWS, NVDA, WAVE, or similar).
  • Strong documentation and analytical skills.
  • Excellent communication and collaboration abilities in distributed, remote work.
Standout Qualifications:
  • Experience working on public sector or government IT projects.
  • Knowledge of Agile development and testing methodologies.
  • Ability to interpret and apply Section 508, WCAG 2.1/2.2, and ADA accessibility standards.
  • Strong organizational and problem-solving abilities with attention to detail.
Physical Requirements:
  • Ability to work at a computer for extended periods of time while maintaining attention to detail and accuracy.
  • Sufficient visual acuity to review digital content and perform accessibility testing using screen readers and related software.
  • Ability to communicate clearly through verbal and written channels using virtual collaboration tools.
  • May require occasional lifting of items such as laptops or small equipment up to 25 lbs.
Pay Range:
$45.00/hr. - $50.00/hr.
