Position Overview

The Illinois Department of Public Health is seeking a highly motivated individual to serve as Section Chief to plan and direct the development and implementation of the Section of Oral Health. Develops, evaluates and implements policies and procedures to promote the oral health and wellness of Illinois residents. Initiates development of educational and training activities for professional and allied health personnel, coordinates these activities with staff of the Office of Health Promotion. Serves as spokesperson on Oral Health issues. Serves as liaison with other state, local and federal agencies and organizations to facilitate communication and policy development. Serves as full line supervisor.

Essential Functions

• As a policy manager, plans and develops statewide policy for the Section of Oral Health.
• Serves as spokesperson and subject matter expert for the Department and the Director on Oral Health issues.
• Serves as full-line supervisor.
• Directs policy development for monitoring of the Illinois Water Fluoridation and the Mandatory School Dental Examination statutes and supervises the implementation of the statewide community Water Fluoridation and school-based oral health programs.
• Cooperates with lay groups, federal, state and local government agencies in the development of dental policy proposals and provides testimony.
• Maintains liaison with the Illinois schools of dentistry and dental hygiene, dental and dental hygiene professional organizations, Schools of Public Health, University of Illinois and assists in the development of a dental residency program for the state.
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

• Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college.
• Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization with responsibility for planning, supervising and evaluating delivery of population-based interventions that prevent and reduce oral disease and promote oral health.
• Requires a License to practice as a Dentist in the United States or Canada.

Preferred Qualifications

• Master’s degree in public administration or public health or equivalent work experience.
• Four (4) years experience in the preparation of budgets and grant fund administration.
• Four (4) years experience with government fiscal policy, rules, and regulations.
• Five (5) or more years management or supervisory experience.
• Four (4) years experience with federal grant submissions, including proposal development, writing, monitoring and evaluation of submission(s).
• Four (4) years experience with agency programs and service objectives, activities, and operational systems.
• Four (4) years experience in developing, implementing, and interpreting departmental policies and procedures.
• Four (4) years experience in the use of Microsoft Office, including Outlook, Word, PowerPoint, and Excel.

Conditions of Employment

• Requires ability to travel in the performance of duties.
• Require appropriate, valid driver’s license.
• Requires the ability to engage with Business Enterprise Program (BEP) contractors and subcontractors to support the goals of BEP and Fair Contracting Task Force.
• Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
• This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
